Public Meeting on Off-Road Vehicles

Douro Dummer Council is holding a public meeting on Tuesday, May 10 to hear from residents about the use of off-road vehicles (ORVs) on County  Roads in the Township. The full agenda will be available on the Township website but I want to help break it down here so folks can have information as early as possible. 

The backstory on ORVs on County Roads:

It's a bit of a long story but a couple of years ago, the Province passed a new law that would allow ORVs/ATVs on roadways throughout the province.

Douro Dummer Township had already allowed them on specific roads near the County Forest so at the time, we passed a new by-law that would allow the use of ORVs on those roads only. At that time Council recognized that the County was working on putting something in place for County Roads in conjunction with their Transportation Master Plan and we wanted to be consistent with what they put in place since riders should have some sort of complete network if they were in fact permitted.

Fast forward to November 2021 and March 2022

With the help of a consulting firm, the County put together a draft report which was presented to County Council. That report took into consideration County-wide feedback (surveys) and consultations with area municipalities and First Nations.

County Council passed a motion to get input from the individual municipalities and as such they appeared before Council at our April 5, 2022 Council meeting.

At that meeting, Council raised some concerns (including myself) about:

  • apparent 'dead-ends' in the maps
  • the seeming lack of a proper network
  • the lack of community consultation within Douro Dummer Township (generally survey feedback was low)
  • concerns about safety and insurance

Based on these concerns, Council asked staff to work to gain input from the local community.

Which brings us to the May 10 Public Meeting:

At the time of writing this blog, the Township hasn't posted the details on the website - our by-law states that it has to be posted by May 6th so I encourage you to check the website for the latest and official information.

It is my understanding that the meeting will be held on Zoom and will be livestreamed starting at 6:00 PM.

How to participate in the Public Meeting

Again, details will be posted on the Township website in the coming days. That said here is generally how our Public Meetings are held.

  • People have the option to register to speak but they do not have to
  • Anybody will be able to join the meeting and watch live, either on Zoom or YouTube
  • If you wish to speak at the public meeting you will have the ability to leave your camera off or you can turn it on; depending on your comfort level.
  • You will also have the ability to share comments in the Zoom chat if that is your preference

When will the decision to allow ORVs on roads be made by Douro Dummer Council?

Not on May 10th. The purpose of that meeting is for residents to share their opinions. Following that meeting, staff will bring a report back to Council with further recommendations for next steps.

Again, right now this is just looking at County Roads. The Township has yet to explore further changes to the existing by-law that permits ORV use on select roads.
